Changes to the Scheme of Delegation

Summary

1. To note the amended Scheme of Delegation, with amendments made pursuant to the Director of Governance’s existing delegated authority.

Background

2. The Council is a constantly changing organisation, and the Constitution is a ‘living document’ requiring regular updates.  Given the changes to council structures, it has become necessary to update the Scheme of Delegation to reflect both job title changes and shifting responsibilities within the officer cadre.

3. Annex 1 to the Constitution – the Scheme of Delegation – was written in such a way as to allow for these updates to be made as part of the authority delegated to the Monitoring Officer.  Following extensive review, and having notified the Chair and Vice-Chair of the Audit and Governance Committee, in accordance with that Committee’s request, on 6 July 2026 the Monitoring Officer exercised his delegated authority under paragraph 15d) (page 38) of the Scheme of Delegation to implement the changes found in the attached document; none of these changes are changes of substance, and all fall within the existing delegated authority of either the Monitoring Officer or the Head of Paid Service. The amendments are presented to Council for noting.
